My landlord is the queen of "I can't afford to fix anything." so, before she blames me for rotting the wood in the bathroom window sill, I would like to fix it and paint it myself.. it's currently peeling and getting gross. I want something easy, maybe a scraper, or I think there is some goop I can put on it to remove it. What do you suggest?

Let's not forget, I rent, and it's the middle of winter, is there anything other than smelly pastes? No good ventilation at this time of year.

strypeeze, it's made by savogran and is perfect for the home owner, works well it's a paste and you can buy at any good paint store. It comes in quarts which is more than you need. brush it on and take a scraper and it will come right off with ease. If there is rotten wood us old timers prime it, use automotive bondo to patch it, sand, prime and paint. Or you could use a product called ready patch which is better for you cause you can also get it in a quart. good luck

There is a thick gel stripper that should work in your situation.

Check a hardware or a paint store.

"Zip strip" is a thick gel remover. Be careful when using it and wait the allotted time, works fine.
