It means the century is beginning. We went through the turn of the 21st Century 6 (that's right -- 6, not 7) years ago.

(The year 2000 was actually the last year of the 20th Century, and 2001 was the beginning, or "turn" of the 21st Century.)

It means that the 1900's are ending, which would be the 20th century. Since the 1900's did end with 1999, it is now the 21st century.
