I think this was caused by a dryer.

brush it with a stiff brush. it should fluff right up. I do it with lots of toys and plush. Do it with yarn too.

If it was caused by the dryer, fabric softener will help. Either rub a dryer sheet on the bear vigorously or spritz the bear with a little liquid softener. Then comb its fur. If it is over-loved, working baking soda into the bear's fur then combing and shaking will usually bring back the fluff.
