Well, to ensure that an organization can fulfill all tasks required to achieve its objectives, one must make avaliable correct tools for what the task at hand calls for. Hardware and Softwares 'importance' can be argued, so I pose you this question..., do you expect a baseball team to fair well if no one is in charge of the bats?

C'mon Mona, since desktop pcs became a staple on every desktop since the early 80's, that's what most organizations use to do about 90% of the organization's work. Selecting appropriate hw & sw can either energize or hogtie an organization.

Choosing hardware is important in relation to what type of applications you are running...for instance, if you run alot of graphics programs, you need to consider fast processor, high end video cards and lots of ram. You also need to think of your future upgrades and requirements that could change.
If you are running mainly office applications, you can save money for software upgrades, antivirus and server considerations by not overbuilding the workstations.
Consistency in workstation model numbers will save many man hours in hardware installations, driver storage and image space requirements on your server.
Software is ever changing, and again, depending on what your company does, it is important to buy the software that will help you to complete the task as quickly, professionally and as inexpensively as possible. The man hours you will save by purchasing proven, well know software will save you training dollars, and may be compatible with home software, allowing employees to work at home.
Its all about man hours....time is money
