I want to use this exact format but for another purpose and a specific community... but i have no programming experience and would need to hire someone. How much would it cost? What language would it be written in?

To set up a simple forum/discussion board, you could probably get someone to do that for a few hundred dollars, plus $10-20 a month in hosting fees.

However, if you want to duplicate all of the functionality of Yahoo! Answers, and the sophistication of the category hierarchy and user management, answer ranking, etc; be prepared to spend several thousand dollars or more, or if you plan to make a significant profit, you could possibly offer a stake in the company. The site would have to be developed mostly from scratch and would require an experienced developer. (Such as myself, wink wink - I did BMW's website, so this would be a walk in the park).

Anyways, you can just use a forum format for questions and answers, etc. Check out some forums to see what I mean.

If you know how to set up the forum, it should cost ... about 20-50 bucks for web hosting, I guess, and probably about 50-200 bucks for the person to set up your forum.

As for what language, I'm not sure. Google "forums" and see what you find.
