Try local modeling schools, or Barbizon. They will lead you to auditions for company's like IMTA. If you wanna know more about Barbizon, just google it. Although I must warn you, it's a bit expensive, that's why I couldn't participate.

Go to modeling agencies, speak to someone there, bring your portfolio (if you don't have one, that's where you should start), and ask them if they'd be interested in working with you. Find out what each agency is looking for online before you even go, so that you can alter your look and attire. Also, this is very important - be realistic. I don't mean that in a condescending way, but it's just that many girls think they can be models, but unfortunately don't meet the requirements (height, weight, features, etc). So be realistic with yourself so that you don't waist your time pursuing an unrealistic dream. Also, remember that if the agency is legitimate, you will not have to pay for anything. If you find some agent promising you lots of success but tells you that you need to pay for something, then walk away, because it's a scam. The only thing you will need to pay for is to get good, professional photos for your portfolio, which you will need to show agents. However, don't pay a fortune on that, because if you have the right look, odds are the person who will be evaluating you will see that right away. Good luck!

Unfortunately, modeling is one profession where
you have to have tons of luck just to start out.
How do you look? Are you comfortable spending
a LOT of time worrying about how you look?
Recognize that most models have no more
than 20 working years, so you either have to
get very rich during that time or be working
on developing other skills.
Contact model talent agencies, they'll want lots
of "head shots" (aka "Glamour shots") and probably
a few full-body shots. They'll tell you what they want.
Yes, if you are wanted by lots of different organizations,
you'll get to go to fabulous places, wonderful parties
and meet all kinds of people ... but you will work
very hard, and there are many models who end up
not being able to balance their work life with
any sort of social life.
Good luck!
