The poem says that the lovers dwelt in a place which was a kingdom by the sea. When she died their souls were not separated (dissevered) but were entwined for ever.
They just lived by the sea which really doesn't have anything to do with the fact that their souls were not dissevered. Hope this make sense!

It has a sound like the monotonous whispering of the waves on the shore. "shall never dissever my soul from the soul..."
