We can (and have made) flying cars, but given that most people are idiots in two dimensions and manage to kill and mangle themselves and others without leaving the ground, I cannot imagine the need or demand for a 'flying car' that can move in 3 dimensions.
Having a crash at ground level is bad enough, have one at some height off the ground would be much worse.

You can take your car to some place and get it converted to hover but it is EXPENSIVE!!!!!! Also there was some guy studying on how to make a car that runs on water. He had a working model and it didn't polute the air!! But he mysteriously disapeared. (I think the oil company buried him in the desert somewhere) But cars have followed the times its just the people driving haven't.

well i don't think our cars will ever roll on air so it's gonna be like this for a long time from now don't make big plans like getting married on the air cause chances are it's not gonna happen

Think about it:
We're burning way way way too much fuel using cars that just roll around. Flying cars would be way more costly (fuel wise) and have no real benefits besides looking cool.
