How do i make my eyes seem bigger w/ makeup???

Do i need mascara and eyeliner to do this?

Suggest a powder (dry form) of a neutral shade (grey or taupe) of eye shadow applied lightly on eyelid only, not all the way up to your brows. With your finger or a Q-tip feather this eye shadow outwards and upwards just past the end of your eye towards your ears.
With a medium brown eyebrow pencil (I like Maybeline) as closely to your lashline as you can, draw a line across the lid, the closer to the lashes the better.
Once this is done on both eyes, use brown-black mascara on the underside of your top lashes first--let it dry a moment then do the topside of your top lashes, separating the lashes. Let it dry, then...
Just lightly apply mascara to your lower lashes trying to keep them separated as much as you can.
You don't need high-priced cosmetics to look good; it's all in how you learn to apply the makeup. Make sure it's fresh makeup though.
In order to do your eyes correctly, you ought to learn how to apply all eye makeup with your eyes OPEN. Otherwise you may end up with some strange looking results--different in each eye.
SUGGEST YOU DO NOT USE ANY EYE LINER ON YOUR LOWER LID TO "OUTLINE" THE EYE. It really makes the eye close up, to tell you the truth.

You can use mascara and eyeliner, but you them sparingly. put a little bit of eyeliner in the corner of your eye top and bottom lid. If you just use a little bit, no more than a third of the eye in, it will open them up. Check out the makeup websites for plenty of ideas and treat yourself to a makeover at a department store.

That definetly makes my eyes bigger. where you put your shadow and how also makes it bigger. don't use too much eye liner, it tends to close the eye- just a little at the ends of your eyes, not on the insides. Lighter colors on the lids and darker colors on the crease,( more to the end of the crease.) also if you add a light color in the inner corner of your eyes
