If you are Citizens of any North American Countries, AND are DRIVING, you can cross without a passport, but will need a photo ID AND a birth Certificate. For the infant, a birth certificate will likely be sufficient.
HOWEVER, if only one parent is travelling with the children, then you MUST have a WRITTEN permission from the other parent. It does not need to be notarized, but if it was me, I would do that. If the other parent is not available to write said note, then some proof of why (overseas with military, deceased, incarcerated, etc.).
If you are travelling by any other means than by land, i,e, by air or sea, then you all MUST have a passport.
All travel, including by land, needs passport to leave or enter the U.S. as of January 2008 (tenative schedule for change).

A few years ago, you could drive across the border to neighboring countries with a birth certificate, but I am confident now that everyone will need a passport. You could get a rushed passport easily.

You haven't said if you are trying to cross the border into America or leaving America. Or if you are leaving whether you intend to return.
You don't mention your nationality or the nationality of the children.
All these things are important but the bottom line is you should really have passports for everyone.

The passport requirement for driving into Canada or Mexico
does not go in to effect until next year.It has already gone
in effect if you fly into either countries.
