Actually, the question is what the heck does it mean?

In Shakespeare' _Hamlet_, the title character, Hamlet, asks this question in a soliloquy. He is talking about suicide. As in, "Should I continue TO BE, or should I make it so I AM NOT anymore?" or "Should I still BE or should I NOT BE anymore?"

If you haven't read it, at least read the soliloquy. Or watch the film with Kenneth Branagh (he's wrote, directed, and acted in the film). It's my favorite film version. :)
