I'm assuming from your question that old fashioned soap and water isn't doing it for you.

How about canned air? The stuff you buy in the office supply store to get dust out of your keyboard.

Or you can always use a Q-tip like the first person suggested.

Try belly button brush. Similar to toothbrush but much smaller. You could try a baby's toothbrush!

Use a q-tip dipped in warm water. (Put a small amount of liquid soap in the water, if desired). Gently swab your belly button. That's it.
