Yes, actually, the crime is not "thought" but "publishing and disseminating." But, it's been that way for years.
I can understand that, since Germany was the source of the Holocaust, Germany is very sensitive to the possibility of Germans being involved fascist thinking again. Maybe they're right...
Personally, I think that if idiotic notions are published in the free market of ideas, they will be discredited much more effectively than if they are merely suppressed.
