Good question. Part of me thinks that if all the other stalls are full and there is not a handicapped person waiting, then it's OK to go in. The only problem with that is that a handicapped person may come in while you're in there. But really, waiting is just a part of life. For most handicapped people it's not a big deal for them to wait a couple of minutes, especially since most of us often have to wait longer than that.
Another part of me realizes that some handicapped people may have bladder control issues. In those cases, they probably will be in a hurry when they come in the bathroom.
I don't think there is a hard line yes or no answer to this one. If you work in an office where you know there aren't any wheelchair bound people, then you're probably OK. But if you're at a sporting event, maybe yes, maybe no.

Using handicapped toilets when they are the only option, like if the other ones are full or not working, isn't wrong as such. However if everyone started using them just becuase they're nicer, handicapped people would have no choice but to wait in large queues whilst the regular toilets were empty.

IMO, if there isn't a handicapped person waiting then there is no problem. always keep in mmind though that a handicapped person has only the one or two stalls as their options while we have many.

Those stalls were meant for people who may have a special need. If you are in one of those stalls when a person with special needs has to use it, yes it is wrong and rude.

I suppose there is no harm as long as you are not keeping people waiting. If a toilet is vacant and no one is waiting, then I don't see no harm in using one.
