Write a really shitty first draft. Just get the thoughts out there. I am getting a degree in English and have suffered from writer's block many times!
Just start typing away--about the subject even if it doesn't make any sense. Then go back and edit. You may find the start of your paper (or whatever you are writing) on the third page and can go from there.

Don't stress out so much about writer's block. Just relax. Eventually your mind will come up with something. I suggest going out on the town and observing people.

Go for a walk and look at the world around you. Stop and look at all the details of things that you never took time to look at. Sit in a park and watch people. This should start your mind flowing with ideas.

I think I'd rather figurer out cold fusion. lol. The best thing to do is take your mind off your work. Then come back later and read what you have so far, make revisions here and therer if need be, if that dosn't work, ask a friend what they think of what you have so far.

I don't think you can. You could try writing exercises where you force yourself to write short pieces about a specific subject or something, to get into the flow.
