In a Solar eclipse, the moon gets between the Earth and the Sun. Therefore the lit side of the moon is furthest away from us, so the phase must be "new".

In a lunar eclipse, the moon passes behind the Earth. Therefore the lit side is closest to us and so the moon must be "full".
