The moon.
The moon's gravity "pulls" the water towards it on the side of the earth it is closest to, and on the opposite side of the earth the water rises as well. These are the high tides, the areas between them have low tides. Because water has to move to reach high tide, and it is somewhat prevented from doing so by friction with the sea floor and by its own viscosity, the high tides lag behind the moon's position by a bit (about 10%).
Since the moon's orbit around the earth doesn't match up with an earth "day," the time of the tides changes daily, keeping step with the moon's orbit and having little or nothing to do with the earth's rotation. One exception to that, however, is when the moon and sun line up close together on the same side of the earth -- the combined gravitational pull of the two (even though the sun is much further away) causes higher tides than usual, both on that side and on the opposite side of the earth.
The cycle repeats every lunar orbit, which is about 29.3 earth days -- so it doesn't line up with our months, either. It's a complex gravitational dance...and we probably wouldn't be here without the moon's influence on the tides :)

Tides are caused principally by the Moon and the rotation of the Earth. The variation in tides is caused by the Sun.

The moon causes the tides. When the sun, moon, and earth are in line, there are high tides. When the moon, sun, and earth are perpendicular, there is Neap or low tides
