No. Not true at all. At any given :00 or :30 time, it is possible that it is 5:00 somewhere, but not at every instance. And if it's :01 through :29, then :31 through :59, then it's not 5:00 anywhere.

it is 5:XX in two places on earth at the same time. (excluding daylight savings time which is or isn't observed) but to be 5:00 exactly only happens once ever hour (in two places sometimes more sometimes less, but usually 2)
