Is a company required to bill for a length of time before sending your account to a collection agency?

I left a forwarding address with my last apartment complex and never received a bill regarding "damages" to the apartment. Two weeks ago I received a letter from a collection agency. Does anyone know if and where there is a law regulating the Companies billing responsibilities in Texas?

An outstanding bill may be assigned for collection at any time. You have the right to contest the bill, or pay it.
