it is confederate by the way not confederal. the confederate flag- the stars and bars is a flag which started as 3 horizontal bars red white red and blue canton and 7 stars on it. - the 1st flag of the confederacy. during the civil war this flag was often perceived as being similer to the stars and stripes -whcih of course would be a bad thing if you were rebelling againt the union and stars and stripes!
so they changed the flag they used in battle to one of the 4 origional submitted designs for the confederate flag. so that the flags no longer looked so similer..

this confederate batlle flag is the flag i belive you are thinking of in this question. a red field with a blue saltire cross with 13 stars on the saltire and a white fimbration (border) between the blue and red of the flag. commonly known as the rebel flag.

im actually a brit and i live in england but whilst visiting Georgia i saw several rebel flags flying aswell as their origional Georgia state flag which includes a rebel flag in its design. this as not the official state flag anymore but the Geoorgians ive spoken to like their old flag the best. i saw a couple in Florida a few years ago aswell on commercial flagpoles.. i seen many more on civillian flagpoles and in truck windows etc but i dont think this is contained only to the South as ive been to Northern states aswell and seen rebel flags - though not as many! as i said im a Brit.... here in ENGLAND is an abundant display of rebel flags- mainly on clothing and jewellery but rebel flags are very widely available here too.
