Research local By-Laws and study the effect of the business on your neighbours.

Depends on what state you live in.
FOr starters you are going to need to know if the area where you live in is zoned for that.
If you have neighbors (residential), the answer is NO!
You will need a business license and some sort of liability insurance. Your location will need some room for the dogs to roam and that room needs fences.
Be sure that you have a contractor come in (prior to the purchase) and tell you how much it would cost to modify the current building so that it could actually house dogs.
The fencing could cost you several thousands. Talk to your bank about a small business loan or some other source of financing and make sure to try to start establishing friendly contact with local vets to see about reciprical (sp) business connections. GOOD LUCK

first you need to ask yourself, " why the heck would i want to open a dog daycare? does anyone in the world do that? hmmmm. no. i think i should go work at a real job. maybe i should become a dog messager. that would be much more glamorous."
