The summers are wet because they are blowing maritime (from the water) air masses, which tend to be moist.
The winters are dry because they blow continental air masses (from the land), which tend to be dry.

These winds are called monsoons. The summer monsoon is wet and the winter monsoon is dry. Monsoon means something like wind direction in whatever language it came from.
