If you are saying about Windows FireWall, you can do the following steps (in Windows XP):

1. Go to Control Panel
2. Go to Security Center
3. Scroll down and look for [Manage security setting for]
4. Click Windows Firewall
5. Choose Turn Off and click OK.

By now you should have turnt off your windows firewall, but you will always see some irritating pop ups saying that your windows is at risk.

Do the following steps to overcome that problem

1. Go to Control Panel
2. Go to Security Center
3. On the left hand side, click [Change the way Security Center alerts me]
4. Uncheck Windows Firewall and other option if you want.
