It is suppose to. It cools down the system inside the case.
Unless it is making really loud noises, don't worry about it.

Hi. The fan is necessary to keep the case cool, or at least not hot. Anytime the PC is on the fan will run. Some laptops also have a temperature driven CPU fan that speeds up when the CPU gets hot.

well if u mean always running as in when the computer is on it obviously needs it to cool down the processor and the computer itself, if it runs wen it is off then thats kind a weird cause if its off then all power should be off, then again with new computers these days when u turn it off its not really off, for instance wen u shut down your computer and it automatically turns erryting off then its really and truly not off, jus that it has shut down all power to the vital systems but pretty much u can still use certain things inside of it, you should check that out sometime
