This was after the 1000 year judgement day when all righteous ones will be resurrected and living in peace on the earth.
Satan will be let loose again to get those ones who are not serving God from the heart at this time.
They will think up an injurious sceme. as did the gog of magog in Ezekiel's prophecy , with a goal of destroying theocratic government on earth.
The number of those who join Satan in his revolt will be "as the sand of the sea" How many is that? there is no forordained number. the final total number of rebels will depend on how each indivual will reacts to Satans deceptive wiles.
Doubtless though there will be a considerable number, since they will feel strong enough to overcome "the camp of the holy ones and the beloved city.

At the end of the 1000 years, after the "Great Tribulation", New Jerusalem will "descend" to the earth. The Great Crowd, and the appointed rulers with Jesus will all belong to this New Jerusalem, and after the 1000 years with Christ in the heavens, they come to the earth to take their new residence. Satan, who has been abysses for the 1000 years, his followers, the fallen angel-demons, the "False Prophet" and the "other dead", the unrighteous resurrected, will all be " brought to life " at this time (the end of the 1000 years), and they will amass all together against the Holy City, and go to attack her. This is when Jesus, by the power of fire from His mouth, will destroy them with His breath. This is the last battle between Good, and evil, and it is then, when mankind will finally have peace and life forever. The Earth will be "re-created" at that time to a true paradise for righteous mankind, no marriages, no children , and no tests or satan...finally, peace. This time in man's history represents the battle between "Gog, and Magog".

I'm not certain of course, but from what I've read, Gog and Magog are most likely Iran(old Persian Empire) and Russia(army of the North). Do a google, there's a whole mess of stuff on it out there.

I'm not really sure myself that specific interpretations of Revelations are really possible -- its a book of visions and allegories meant to give us some idea of the end time, but I really doubt it specifically maps it out for us -- "no one knows the day or moment..." and all that.

But... FWIW, one of my favourite Bible teachers, John MacArthur thinks that hey might represent Russia or the kingdom to the far north according to a study he has posted in the net"

Ezekiel 38:2 says, "Son of man, set thy face against Gog, of the land of Magog, the chief prince of Meshech and Tubal. " Meshech and Tubal are the names of ancient peoples who lived in northern Mesopotamia and the Caucasus region of modern Russia. The people of the northern king are described as "Gomer, and all its hordes; the house of Togarmah of the north quarters . . . from the north parts" (Ezek. 38:6; 39:2). The Hebrew word translated "north" in those verses refers to the far north. The only country far north of Israel is Russia.

According to Ezekiel 38:5 when Russia attacks it will be joined by Persia (Iran) , Cush (Ethiopia) , and Put (Libya) --representatives of an Arab alliance that will chafe under the power of the Antichrist and the western alliance. They will unite with Russia and attack his interests in the Middle East.

This seems to be almost literally taken from the Jerusalem Targum, and that of Jonathan ben Uzziel, on Num_11:26. I shall give the words at length: “And there were two men left in the camp, the name of the one was Eldad, the name of the other was Medad, and on them the spirit of prophecy rested. Eldad prophesied and said, ‘Behold, Moses the prophet, the scribe of Israel, shall be taken from this world; and Joshua the son of Nun, captain of the host, shall succeed him.’ Medad prophesied and said, ‘Behold quails shall arise out of the sea, and be a stumbling block to Israel.’ Then they both prophesied together, and said, ‘In the very end of time Gog and Magog and their army shall come up against Jerusalem, and they shall fall by the hand of the King Messiah; and for seven whole years shall the children of Israel light their fires with the wood of their warlike engines, and they shall not go to the wood nor cut down any tree.’“

In the Targum of Jonathan ben Uzziel, on the same place, the same account is given; only the latter part, that is, the conjoint prophecy of Eldad and Medad, is given more circumstantially, thus: “And they both prophesied together, and said, ‘Behold, a king shall come up from the land of Magog in the last days, and shall gather the kings together, and leaders clothed with armor, and all people shall obey them; and they shall wage war in the land of Israel against the children of the captivity, but the hour of lamentation has been long prepared for them, for they shall be slain by the flame of fire which shall proceed from under the throne of glory, and their dead carcasses shall fall on the mountains of the land of Israel; and all the wild beasts of the field, and the wild fowl of heaven, shall come and devour their carcasses; and afterwards all the dead of Israel shall rise again to life, and shall enjoy the delights prepared for them from the beginning, and shall receive the reward of their worlds.’“
