If you want a "cheap" ferret go to a rescue. When you buy a ferret at the store you have to take them to the vet and get routine shots done. When you get them from a rescue the shots are included so you only have to do the booster shots every year after that.

First off, a petstore ferret is going to run you between $100-$120. A ferret from a breeder will cost around $250-$300. A shelter ferret will run you $75-$100.
The fact that you asked where to get the cheapest ferret scares me. Ferrets are VERY expensive pets to own. Not only are they expensive, they are very high maintenance. Please do your research before you get a ferret. A good place to start is www.ferretfacts.com. Make sure that you read ALL the faqs.
To give you a better idea on what it costs to own a ferret, here is an estimate run down on what I paid over the last year for one of my ferrets. These estimates are more likely to be lower then what I paid and are for the year. This is for a two year old ferret that has not yet had any major medical problems other then common illnesses.
Cage - $200
Food - $120
Litter - $240
Treats - $75
Supplements - $200 (Ferretone, Ferret-Vite, Ferret lax)
Toys - $50
Vet care and medications - $300-$400 (also includes vaccinations)
Boarding - $200 (a weeks vacation)
I also had an older ferret which had a very common disease, adrenal disease, that ferrets get (80-85% of all ferrets get this disease around the age of 3 years) and his vet bills and medications were between $2000-$2500.
I hope this opens your eyes to the fact that ferrets can be extreamly expensive. These numbers are not made up to scare you but what I actually had to spend on my fuzzies this past year.
Even if you get a ferret for free, it will not be cheap.

All ferrets are going to be $100- $150 in most places. It doesn't matter whether it is from a petstore or a breeder.

Try your local animal shelter/rescue groups. There will most likely be some ferrets there. If they don't have any at the time, ask them to call you when they get some in.
Go to: http://www.mypetnanny.info/PD/Shelters/GA.htm
But before you get any pet do your research, make sure it is the right pet for you. Very important!!

If you want a friendly, healthy ferret... see if there are any ferret rescues in your area (www.petfinder.com). I bet there is. Petstore animals are often sorely unsocialized (NOT a good thing when it comes to ferrets!).

I dont remember, but we used to have a ferret in my house...it was my sisters, it was the biggest pain in the butt ever! it always stole things from around the house and hid them under furniture. and it ALWAYS smelled even when we bathed it and cleaned its cage and they poop like crazy!!! make sure you are positive you want to take care of it. its not the same as taking care of a dog. its a lot of inconvinience. i dont recommend ferrets. But sorry i couldnt answer your question!
