He signed the Emancipation Proclamation on Jan. 1, 1863 after the Whitehouse New Years reception. It proclaimed the slaves in the rebel states to be free, but did not free slaves in states loyal to the union (like Maryland or the newly formed W. Virginia).

He had given 100 days notice of the signing.

The Proclamation (since lost in a fire) prevented England and France from siding with the south.

Involuntary servitude was forbidden by the constitution by the
13th. amendment.

the emancipation proclamation was passed in 1863. the confederate states failed to follow lincoln's until after the civil war, with the passage of the 3 civil war amendments (13-15).
