I don't think we have a problem with civil rights. What happens is those rights are not always respected. One of our hardest problems is criminality.

Brazil is still trying to settle its problems with human trafficking and extreme economic inequality since my cities have extensive underground networks that operate effectively in outskirt slum neighborhoods. These networks provide supportive and dependable public services that the government fails to fulfill, but when it works effectively the people don't see any reason to reform their government since it doesn't have a hold on them anyway.
