OK, this is how snow is made:
Water enters the atmosphere by evaporation. Eventually that water falls back to earth. It can fall as rain, snow, hail, etc...but all we need to know is the snow part. So, there are to types of clouds that precipitation occurs in: cold clouds and warm clouds. Snow forms in cold clouds. Cold clouds have a temperature of below freezing, and are composed of many tiny ice crystals. As more and more water enters the cloud, the ice crystals grow larger. Eventually, the ice crystals get too large to remain suspended in the air, and begin to fall. As they fall, they tend to pick up more ice, growing heavier and bigger until they fragment into billions of little ice crystals are falling from the cloud. As these little ice crystals are falling, they absorb more water. This causes their intricate designs. The design and size of the snowflake depend on the temperature. If the temperature is below freezing, the snowflakes get large, but if the temperature is higher than freezing, the snowflakes are small and powdery.

While the user "Colorado" cites a decent source, the glance I took at Wikipedia's entry didn't show anything about how a snow crystal starts. A snowflake usually starts out with a nucleation event, essentially, a piece of dust. As an aside, rain drops usually form in a similar fashion, just not at freezing temps. While it can snow ithout nucleation events, crystalization is much easier to start with something to grow on. Once a nucleus is formed, water vapor can crystalize out of the air, building on and adding to the structure that was started with. The site I listed below is a much better resource than what I saw on Wikipedia. Snowflakes can be beautiful and fun to observe so have fun with it!

Fake snow is basically made up of the same stuff real snow is put the difference is that it is machine generated. Water is used and once the temperature is low enough they can pump it through snow canons creating artificial snow. It is a bit more complicated but thats basically what happens.

tiny snow-rabbits in the sky make snow from their snow-machine whenever the tiny snow rabbits and other tiny snow-imps are having a party above the clouds. The vibrations of their dancing makes the snow fall out of the sky and land on your house.

after wen it rains the vapor goes back up to the sky then the temp. drops and then it rains but it's so cold it snows sumthin like dat lol

I BELIEVE that snow starts when it rains and its very cold so by the time it reaches the ground, its frozen.
