The real question is are a nations military and or leaders are above the the international standards or laws as set forth by bodies like the Geneva Convention or the UN. the answer is a resounding HELL NO!.

I am a firm believe that if your military or leaders commit crimes against humanity you should pay. Now this rasies the whole issue of what do we do with the terroist - simple, KILL THEM ALL! These terrorist pry upon the innocent and have no remorse for their actions, so it should be simple, every country should declare war upon any other country that supports, hides, trains, funds or otherwise in any manner supports terrorism. Take the fight to the countries that allow these terrorist to breed like unwanted rats.

To answer you question - no it is not fair.
