You must call the utility company to replace this. Removing it yourself can be dangerous, as well as being illegal in some states.

With the glass off, they can assume that you tampered with the meter to try and lower your utility costs and will charge you a fine or the highest rate possible.

There is usually a special clip on the bottom of the glass case that keeps the housing on the meter and prevents access to it. The utility guy will snip that clip, replace the glass, then put on a new clip. If he shows up and the clip is gone, he makes a report and you get an appropriate bill.

Save your time and avoid any surprise fees. Just call DWP and explain that you came out and found the glass broken - you assume it broke due to cold or some other natural cause because you did not touch it...then ask them to review and replace it if they feel it is necessary.

I think that would be classed as tampering with the metre which is illegal and the next time the metre reader comes you could expect a visit from the police.
Sorry contact your power supplier.
The power co is responsible for all wiring that is in the house until it gets to the metre, so I don't think you will have to pay

NO!!! That repair must be done by the utility. It is not your property, it belongs to the utility company. I don't think they will charge for this type of repair, since it is their meter.
