Okay, I think I have A CD-R on my computer drive, but I don't think I have a DV-R. Is Is possible I can play DVDs on my computer without having a DVD Player and/or a DV-R? If so is there a program.

Thanks for your time.

in order to play dvd movies or dvd games on the computer you should upgrade to a dvd player which will include the necessary software for this type of media to play. it is a simple procedure and you will enjoy your computing experience more.

Nope. You could get a CD-R that can read DVD's. But it doesn't save that much. Go for the upgrade!
