Law enforcement is your best option at this point.
You've tried talking with your neighbor, and it fell on deaf ears. Your neighbor sees things differently, so it's now up to you to take action to protect yourself and your family.
Use a cell phone or digital camera to try and capture when the dog is in your yard. Stay out of your front yard, and be very strict with your children about the rule. Visit your local police department (a face-to-face visit to express your concerns can sometimes do wonders). Be calm, present the facts, and ask for assistance. File an official report if you have to, but make sure you go on record in some way to report your concerns.
As for the dog, pepperspray will keep a dog at bay long enough to get into or out of your house. If he's on your property, he's fair game. You shouldn't have to live this way, but until you can get some assistance and resolution, you've got to keep yourselves safe.

I was bitten some years ago in N.J., I was told that All people that have animals are responsible for whatever (THAT) animals does.You can call the local animal control office,then if they don't do anything serve paper of intent on her to make them(your neighbor)get rid of the troublesome dog,or make them put up a kennel type cage, so the animal can't (accidentally) or otherwise get out... because if God forbid a child get KILLED ,then they can be charged in the death of that person, as negotiable, having known about the threat and did NOTHING to stop or prevent aggression from happening.Everytime the dog does something out of the ordinary call the cops, then they will get tired of the calls, keep a record of everything that happens and of the calls.Call" 911", then by law they can't dismiss it as not getting a call about it and it can be used in court.Then if something (God forbid) happen, then the City and the PD. is in the wrong and can be name in a civil lawsuit. Well, since this is the second dog that they have had that is mean, it is definitely an owner problem, and they will just get another nasty dog if something happens to this one.Trust me, I've been there! Ever seen a nasty tempered Golden Retriever? Probably not, because I believe my neighbor owned the only 2 ever born. Luckily her second Golden killed the Jack Russel she owned. That JRT had bit more than a dozen people! Anyway, I live in rural Oklahoma, it is perfectly legal to kill a dog that is on your property here. Both those Goldens were shot, and so was every replacement dog she got.(a lab, a Dalmatian, and then, a Rottweiler) I fenced my yard, and kept a can of pepper spray by my doors and in my cars. She finally moved.
Unfortunately, anything you legally do is not going to stop the problem. Even people convicted of animal abuse can get another dog! Please, for your kids safety, fence your yard!
One more political note here, this is why breed bans will never work! People will always find dangerous dogs, if that is what they want.

There could be some animal cruelty going on to make their dogs so mean. If you can video tape the dog, that would be excellent to use against these people in a case. Besides, I think your neighbor might be getting a sick kick out of toying with you and your family with their dogs. They are probably sitting inside watching. There is nothing you can do to change your neighbor's mind.

Contact your local animal control and report these people immediately. They will come out and observe the dog and site the owners if need be. They need to start their investigation somehow. Call them today or tomorrow. Something is very wrong for their dogs to act this way. I would say they are doing something to them.
I remember one time a friend and me went over to this person's house and the guy got a new pitbull puppy to replace the one that just died. This puppy was very playful and happy. The next time we went over to this guy's house, that puppy sat away from me and growled at me every time I looked at it. I also remember seeing a stick with a nail sticking out of it. I think that might have been the training tool.
I also remember a neighbor one time telling his baby rottwieler to go get my sister's dog. The dog ran over and played attacked her dog. I grabbed his dog and made him stop. I was ignorant then and didn't realize until later what he was trying to teach his dog.
Are your neighbors drug dealers or something? Your neighbor did say the dog(s) are protective. What exactly are they being protective about?
There are laws about dangerous animals. It's kind of like the laws of using a gun or your vehicle as a weapon.
Good Luck!! Give them(animal Control) time to build their case. In the mean time stay safe and record everything you see that goes on with them and their dog. These people should not be allowed to have any pets!!
No, don't use pepper spray!! It only makes them meaner.

Try to get pictures of the dog, when it's out, loose. Then call animal control.
If the dog is as dangerous as you're stating, animal control will seize the dog.
The problem is with your neighbors for continuing to get these types of dogs.
You may have no choice but to put up a fence or move.

u r definately between a rock and a hard place. but if u really don't want to move then i suggest u break down and put that fence in. Call animal control every chance u get. If they get enough nuisance calls they will make the owners do something about the dog.

Dogs are usually naturally territorial, but in this case this dog should be uthinized and the owners should be investigated for animal abuse or dog fighting. You should take a course yourself on how to overcome your fear of dogs since the adrenaline in your body is well sensed. These courses also can help you determine whether a dog is safe or not, becuase some dogs seem aggressive or you've heard it's the breed, but that's not always true. In the end definately call someone to handle your neihbors and their dogs.

my neighbors are rednecks from Florida moved to Charleston S.C and they are inconsiderate. with pitbull charging the gate,(only our side); worn out the path all along our gate...and ravidly tries to get at my dog, (which is calm within our gate) . I have a toy dog (welsh corgi) and these heathen gentiles have a pit bull...now i called the coppers 3-4 of them I emailed.... white people just love these damn dogs...I say BB gun real quick is a training method.

Wow.... There is pepper spray out for dogs. Seriously made for spraying attacking/threatening dogs.
Maybe try getting an air horn and try to scare it out of your property. I'd call the animal control people and at least see if you can get more tips on protecting yourselves.
That sounds so scary! You are so brave for living literally next door to danger! I would have moved, even if it was with my parents!

Not sure what the laws are where you live but, in most places it's against the law for a dog to run loose. And if it's in your yard, it's running loose. You have spoken to your neighbor. Now I would call animal control every time I saw the dog off the leash. I hope they will be fined.
