To build muscle, you have to eat more protein (can be red meat, but be careful of the fat content and higher cholesterol - try other protein sources, like soy, turkey, milk, etc. as well as beef) and increase the amount of weights you lift.

If you are just working out to look good, then I would say look at male models (not the ultra thin ones - they are as bad as the super thin female models). In general a male model has a defined look without being overly muscular. Clothes should hang will, but you should still see clear muscle definition (that is, a 6- or 8-pack for abs).
