This only works for real Internet addresses.

All IP addresses are unique. Think of them as mailing addresses. All maling addresses are unique. However, the IP address is for the computer not the person using it. There are numerous sites in which a person can enter the IP address and the site will display its geographic location. For example, you can see your IP address and locaton by going to IP Address Locator Tool (http://www.geobytes.com/IpLocator.htm?GetLocation).

However, oftentimes, the IP address belongs to the Internet Service Provider (ISP). So, you would need the cooperation of the ISP to identify the actual user (i.e. customer). To learn more about IP address and how they are used, read this article from bleepingcomputer.
