It depends upon how long you have before the actual fair occurs.
I found a good one was to grow the same plant in different environments i.e. light vs dark. So, one can be in full sunlight another grown in a dark room or closet. They can compare the growth of each by measuring every 3-4 days. They can also take pictures and put it on oak tag with their observations. They can do the same thing with a watering schedule too. Always worked for me

Talk w/ the teacher to see what the kids are learning about in class... base it off of that... I 100 percent gaurentee win... I am in high school and have not ever lost since i started in 5 th grade because i have based it off of what the teachers were teaching... Do not make a volcanoe

Anything that is going to gradually but noticeably change over time. You could get different colors of plastic wrap and put them over plants to see if different colors of light are better. That way, they can take measurements and have something new to write about (e.g., "green-lit plant seems to attract more insects") each day.
