Testosterone pretty much has to do with the majority of it...evidence would be a high percentage of supermales (abnormal amount of testosterone caused by extra male gene) currently incarcerated. The testosterone makes males more likely to react without thinking something trough and prone to commit aggravated crimes.
About the minorities, its primarily socio-economical. A greater percentage of minorities live in urban/poor neighborhoods, the poverty and general background while growing up causes a greater likelihood to end up committing many crimes as an adult.

thre are two views about the first part of your question, one is that more men do illegal things, based on testosterone impact, they are alkso considered more violent [women tend to not want a huge clean up job, so they will use sneaklier methods such as poisons etc]
the other view will say that woman might be smarter about the crimes they commit, and while committing as many rarely get caught or get much jail time when they do, though I think this is changing.
minorites traditonally have a lower income depending on the part of the country they are located in, and tend to be pushed into crime, and some due to drug usage. though I feel its mainly because the "minorities" vasty out number the white poplulation.
