ok like how do you get normal pictures to be like, tricked out? what i mean by that is it looks like you took them into the "paint" program on your computer and turned them into what looks like some kind of picture that is painted sorta but maybe with only a couple colors or varying colors? im soo confused and i would think that it is simple....? if i find a picture then i'll show it

There are many programs that do what you ask. The most popular one that pros and amateurs alike use is Adobe Photoshop. It comes with what are called "filters." There are many, many filters that come with Photoshop, and there are 100's more that other software vendors make as add-ons for Photoshop.
Anyhow, you open up your picture, and just apply the filter, and bang, it is done...you have a "cool" looking photo. You can adjust each filters settings. For instance you can make a photo look like a painting, and one of the adjustments for that filter is to lengthen the brush-strokes, or make it blurrier or sharper, or less vs. more stroke marks.... so the possibilities are endless...

You need to use one of the image processing programs, like Paint shop pro
