it means that the planet venus (goddess of love and beauty) is the ruler of that sign. BUT venus also rules taurus. I heard somewhere that libras true ruler is earth. Don't know if that is true or not. Each sign has its own ruling planet. Aries by Mars (god of war), Leo by the Sun, Gemini by Mercury (messenger god) etc. u get the picture!
