Why are reptiles fed 1 to 4 times a month?

They don't want the condors to get used to seeing unfamiliar people. The idea is that the condors are going to be released in the wild. You wouldn't want to be hiking up in the hills, and then have a condor land next to you asking for a handout!

Well, they probably do that only with the carnivorous snakes. Snakes take a while to digest their prey. Don't want to feed it more often than is needed!

Insectivorous reptiles (including snakes) probably get fed more often.
I bet they feed the turtles in the ponds every day.

A lot of factors determine what animals a particular zoo can put on exhibit. Does the zoo have space? How would the exhibit fit in with the zoo's other exhibits? Are the species available to live in that zoo? Does the zoo staff have the experience and capacity to care for that animal?

A lot of zoos also have conservation projects for animals that aren't on display to the public.

For your second question, most reptiles have a very slow metabolism, so they don't need to eat as often as mammals for instance.
