Mmmm thats a really good question. I say Trajan. He expanded the empire to include Arabia, Parthia, and Dacius, created the curatores position, managed good terms with the Seante, ruled in the name of justice rather then craze, reformed the Italian harbors, forums, and centrums, built the imperial fora and library, expanded bureacracy, advanced administration, was extremely virtuous, ruled at the peak of the Roman empire, tripled prosperity, and was favored by both Gibbons, Tacitus, and Dio in the history books. And as a final note this segment was added to the prayer bestowed on newly chosen emperors in the 4th century AD "may he be luckier than Augustus and better than Trajan". Don't think anyone's prayer ever was answered...

"He played a critical role in the transformation of the Roman Republic into the Roman Empire. " Yes he was a dictator he never wear the title of Emperor ... but he begun to build the Empire.. and why later word "CAESAR" became similar to EMPEROR ?

I would vote for Julius Ceasar, just for name recognition alone. Clearly, he had some enemies (and some of his best friends turned out to be enemies too). Augustus Ceasar was greater because he wasn't as much of a head case (as far as I know), and I believe he brought some great democratic changes to Rome during his rule.
But Julius Ceasar is remembered the most, I think. He did fill the coffers of Rome there for a while with his conquests, and if we are to go by why "Alexander" goes with "Great," that's why: Conquest. I believe Julius took credit for the conquest of much of Gaul and parts of Africa.

Augustus Caesar,because he was the architect of the "Pax Romana",the glorious age of the empire,his strengthening the power of the emperor by eradicating opposition (Mark Anthony,etc.),his territorial conquests and he was the reason after all why there was an empire.

To me, there are two possible candidates:
a) Marcus Aurelius.- Because he was the closest example of a perfect leader and wise ruler during hard times of the germanic invasions in the second century A.C. He was a philosopher, a great thinker and a balanced warrior during his life. His main defect was his son Commodus.
b) Constantine the Great..- He was the one that promotes the Christianism as official religion of the Roman Empire during IV century A.C. and founder of the New Roma (built on the ruins of the old city of Bizancio) after known as Constantinople. A great reformer of his time.
