Do you have electric appliances and heat, gas appliances and heat, electric appliances and gas heat, forced air or hot water radiator heat, or fireplace, or pellet stove? How many people will be consuming the water?

hard to say (dont know where chester is....PA?)
anyway it depends on the size of the house.
How well the house is insulated, if you have an updated energy efficient furnace/ cooling unit.
Do you have appliances (dishwasher washer and dryer)

it depends on you how you use it but if you use it sparingly and its you on your own then reckon on £100 pounds for the 3 utilities
