Using a mouseover event to change the text in a label?

Question

I need a mouseover event on a picture to change the text in a label? Actually I am pretty sure it isn't a label I need either. I just need a box that the text can go in.

In one place the "box" needs to be invisible, no borders, and be able to see the photo through the background.

In another place the "box" needs to have a scroll bar.

The text should not be editable by the user, though it can be copyable.

Can you help me with the code to do that?

I know y'all are probably sick of answering dumb questions, I am sure I am forgetting some little thing, but I haven't done any web design in two years and I am trying to do this and take care of my toddler *lol*
