you get what you pay for.
With free, you'll probably get very limited space, lots of advertisment on a banner on your website etc.
With "very cheap" options you can get much better service.
Try hasweb.com for hosting. they have packages starting at $30 a year if i remember right and their setup is great. very configurable, lots of space, great availability.
i got my domain registration at mydiscountdomain.com for $8.88, you may be able to get a little cheaper but these guys offer great service and lots of configurable options.
