At your personal bank or the issuing bank/entity. Like a Western Union Money Order should be redeemable at any Western Union site (bank, grocery store, check cashing/loan shark place) that issues them.

Do you have a bank account? If not you can go to a check cashing place or maybe a store that knows you.

endorse it, take to financial institution, provide identification if necessary and they will cash it. or endorse it and deposit into an account
