Yes, you are correct. All humans should have human rights, but only a citizen is entitled to civil rights.

It doesn't matter what the dictionary. The US constitution doesn't differentiate between "classes" of residents. If, for example, an illegal alien is arrested for a non immigration related crime they are still entitled to a fair trial.
