I assume that you are talking about individual penetration rather than team penetration. Others here talking about lots of passing are correct in that light.
Here are some pointers I teach players that I coach and that I use when I am working camps in the summer:
Get low. You can explode faster to the hoop if you start low which makes you quick. Bend your knees, lower your back pockets, lean your head slightly forward.
Whether dribbling or from triple threat, look at the defender's feet and go past the front foot. The time it takes for a defender to move the front foot back is the time you should be able to get by him/her.

You penetrate a man to man defense with passing and screens
You penetrate a zone defense with not passing inside and making the defense work so somebody messes up.

You just keep dribbling and go between and around the defenders.
