As water cools down the molecules move further apart (this is very uncommon, since most materials shrink when they are cooled) this is due to 'hydrogen bonding'; a special type of bonding between hydrogens and oxygens (water has both : H2O) this forms a strong bond; however as the tempurature decreases the strenght of this bond decreases, bringing individual molecules closer.

moleules can still move, but in a very limited amount; very much neglageble; water is actually at its largest volume per kg at 3.5 degrees C; this is due to that bonding
