It is everyone's responsibility to keep rubbish off the street. Your council is responsible for street cleaning and, if your road is a particular problem you might ask them to direct more street cleaning resources to it. contact your local Councillor. But don't expect much sympathy if it is the people living in your area who are making the mess.

Don't ring them, or write them. E mail them. It's the new way to go. I always get a reply to e mails to the local council. You need to contact the environmental health dept and ask what the policy and/or routine is for street cleaning in your area.
They should reply with the details, and if they do not then be prepared to contact your local councillor. After all s/he was voted in by members of the public to represent your area on the council. get him/her on side and fighting this issue with you and others who are like minded.
Talk to your neighbours and find out if they are as fed up as you about the issue. Get them to e mail too. The dept will listen more if there are more complaints.
Go for it - - and good luck.

perhaps they should perhaps they shouldnt, dont just complain to the council keep an eye out for where the rubbish is coming from and write an anonymous letter to the people responsible asking them to refrain from littering or the matter will be passed on to the council.send anonymous letters up your street asking for littering to be stopped and suggesting tenants/owners pick up any litter they see.any normal caring people will take it onboards.if there are none then i suggest you are living in the wrong area and should consider moving away.the council may oblige and cover the area with street cleaning but remember it will add to their costs and you will end up paying anyway through your poll tax.

The council should be cleaning - it's worth letting them know what you think of the area.
The problem is that in some areas there are people who have no respect for their community, who are dirty, and who no sooner have the streets been cleaned are just dumping/throwing more rubbish down. In parts of London it is non stop - some seem to think it is below them to take their rubbish home with them and then complain they live in a dump! It is great to hear that you care.

That's what your Council Tax is for.
Tell your councillors, ring the Cleansing Department, or failing that complain to the local paper!
Council's never like being shamed in the paper!

Try to serve as an example to your neighbors - pick litter every now and then and put it in the waste bin; make sure it's done when you'll be seen. Don't ask anybody follow, just do it. there will be people laughing at you, but most of your neighbors and passers by would applaud to your gesture. One day they will follow your example. (Mind you, you're doing it for yourself!)
As to the Council... Of course it is their job. Otherwise, why would you pay the council tax? Write to the Council or to your elected representative and explain what the situation is.

get in touch with your borough council they have a duty under the environmental protection act to clean the streets, depending on what type of street it is and how bad the rubish is the act sets down how long they have to react and clean the place up, ie town centre could be hours, minor road in the middle of no where they could have 2 weeks

Your council tax cover sthe cost of many things including cleanig the streets. If you feel you are not getting value for money from your council (and they are accountable to government) then go straight to your local counciller MP with your complaint. I promise you, your elected counciller will act on your behalf and you will get a result pronto - I seak from experience. Going direct to the council will only frustrate you and drag on and on. Use the counciller, that's what he gets paid for!

The council is responsible to keep the streets clean but they should be empowered to call upon people that are not working and claiming benefits to help them out. Several years ago when we had a heavy snowfall it was on the radio that people on the dole should not venture out to sign on and their benefit would be sent to them. It did not tell the postmen that had to deliver the benefit cheques not to venture out. People on benefit should be made to contribute in any way that they can to earn that benefit>
