Not sure about film but the best on TV was The Banana Splits.
Fleegle, Bingo, Drooper and Snorky had a wild old time in those dune buggies!

That is actually the original Thomas Crown affair with Steve McQueen and Karen Black, they cruise around in a dune buggie and do a bunch of other stuff

The only one that comes to mind is Wall Street.
There is a brief scene of Charlie Sheen and Michael Douglas tearing it up in dune buggies. I'm sure there are other films that show better scenes, but I don't know of any.
